According to the 10th National Economic and Social Development Plan, B.E. (2550 – 2554), and the Government Strategic Plans, B.E. 2551 – 2554, that aim to produce manpower of high performance in any field and to develop the capacity of civil servants, Office of the Civil Service Commission plans to recruit talent personnel into bureaucracy by extending the source of recruits. This active recruitment, or the “Project on Recruiting Talent Graduates to Join Civil Service”, will attract more high-capacity undergraduate students in Thailand to work for civil services. The Project is under the collaboration with the Institute for Population and Social Research, Mahidol University, who explored points of view of concerned people for the preparation of targeted government offices and of personnel selected for scholarships, in accordance with the project plan in 2010 Fiscal Year. In addition, opinions gained would help improve the Project in the future.

In this research, both qualitative and quantitative techniques were employed and data collection was done between December 2009 and January 2010 through discussion of three groups. The first group consisted of leaders or representatives from targeted civil service offices that required talent graduates. The other two were made of third and fourth or final year undergraduate students from government, Rajabhat and private universities. Students majoring in sciences were required to gain at least a GPA of 2.75 while those in social sciences needed 3.00 at a minimum. As for in-depth interview, the research involved in 42 lecturers from faculties or fields related to the scope of work of targeted government agencies. In addition to this, in-dept questionnaires were also distributed to 1,000 undergraduate students in the third and fourth or final year from faculties or of majors needed by the targeted government offices. These surveyed students were from government, Rajabaht/Rajamankala and private universities nationwide.
