Executive Summary
1. Three of the more important among five objectives of this pilot study are: to determine whether the mobilization and involvement of stake holders who are formal and informal rural community leaders (village/tambon chief and/or assistants, government officials at the tambon level, knowledgeable and widely respected villagers, volunteers of various activities, chair/board member/members of economic/social cultural group) to represent villagers in the administrative activities of Tambon Administrative Organization(TAO) will lead to the state of good governance; to evaluate the process of people participation; and, to extricate factors relevant to the success and failure of the creation of good governance planned and implemented through the participatory approach.
2. As a pilot study, areas under the jurisdiction of all 7 TAOs in Sai Yoke District, Kanchanaburi Province was purposively selected as the study area. The rationales for such approach are cost and logistics. The study design used in the pretest-posttest nonexperimental design, using “people participation” as a program intervention. The survey of people’s knowledge, opinions and people’s participation in the administration of Tambon Administrative Organization was conducted by stake holders prior to and after the program intervention for the duration of 10 months. The sampling method used in the selection of stake holders and respondents of the survey was an accidental sampling.
3. Stages of the study:
Conduct the needs assessment survey of stake holders with a view to finding about their interest and willingness to participate in the people participation in TAO affairs program;
Conduct the process of people participation by inquiring respondents of needs assessment survey if they are still interested in and willing to participate, and if “yes” their availability to attend the training workshop;

Conduct the training workshop on how to participate in the management and administration of TAO using the manual of participation in and of monitoring and administration of TAO using the manual of participation in and of monitoring and evaluation of TAO affairs developed by research team;
Conduct a pre-program intervention survey by stake holders in collaboration with the research team;
Conduct a post program intervention survey by stake holders in collaboration with the research team.
4. Summary, discussion and recommendation
4.1 A majority or almost all of respondents knew about their rights to vote and about three-fourths of them knew about their rights to be candidate for election. Except casting a ballot at an election of TAO council members where over 90 percent of respondents stated that they had ever participated in this activity, the proportion of those who stated they had ever participated in the election as candidates was almost nil (4.1 percent of respondents at the pre-program intervention survey and 0 (zero) percent at the post program intervention). Levels of participation in various TAO’s activities such as attending the tambon council meeting, examining TAO performances, reading minutes of TAO council/ executive board, reading tambon ordinances and participating in various public activities and others are low (below 60 percent of respondents). Only 4 of 20 items on knowledge, positive opinions and people participation were responded by over 50 percent of interviewees: 3 items with over 40 percent of interviewees, 6 items with over 30 percent; 1 items with over 20 percent, and 6 items with below 20 percent. After the process of people participation, percentages of respondents who stated that they had ever participated in being a candidate in an election and being a member of procurement committee were lower than before.
4.2 In sum, to vote in an election and to participate in activities of public interest such as road repair, occupational promotion activities are understood by a majority of population as being participation in local administrative affairs.
