The Institute for Population and Social Research conducted a study to evaluate “One District One Scholarship (ODOS)” program in the first year of the program implementation. The objective of the study is to measure the success and shortfalls related to the program to give an informative ground for the improvement of the ODOS program in the second phrase, which will take place in 2006.
The researchers collected both quantitative and qualitative data from January to July 2005. The quantitative data used in this report include information from student and household questionnaires that were sent to every student and household in the program. The questionnaires response rates are 79.6 percent for the students and 83.9 for the households. Qualitative data through focus group discussions and in-depth interviews of students, teachers, guardians, related government officials, and other key informants are collected from seven countries, namely Japan, Russia, Germany, France, China, India, and Thailand. In addition, the qualitative data collection was continued until the end of the data analysis to assist in analyzing issues that were not originally identified.
